Every summer, organisers run events that look fine on the surface and fall apart the moment an inspector arrives. The HSA's outdoor events inspection campaign has been finding the same category of failures year after year, and almost none of them are complicated.
The frustrating part is that these are not obscure regulatory technicalities. They are the basics. Written safety statements that nobody has read since they were printed. Emergency procedures that exist on paper but have never been walked through. Crowd management plans built around optimistic assumptions rather than actual site capacity. The HSA is not catching people out on fine print. It is finding organisers who simply did not do what they said they would do.
Ireland's events sector has grown fast. Outdoor concerts, festivals, community gatherings, corporate summer days, sporting events. The variety is enormous, and the regulatory burden falls equally on all of them. The Safety, Health and Welfare at Work Act 2005 does not have a carve-out for small events or one-off occasions. If you are organising it, you are responsible for it.
The Safety Statement Nobody Updated
A safety statement is a live document. It needs to reflect the actual event you are running, not last year's event or a template you downloaded and filled in once. HSA inspectors consistently find safety statements that reference the wrong site, the wrong headcount, or contact details for people who no longer work for the organiser.
Update it for each event. Name the specific hazards for the specific site. If you are running a different stage configuration this year, that needs to be in the document. If your crowd capacity has increased by 500 people, that changes your risk profile and your emergency response requirements.
Crowd Management Plans That Cannot Handle Real Crowds
Crowd management is its own discipline, and most event plans treat it as an afterthought. The common failures inspectors find include: no defined entry and exit flow for the expected attendance, no system for identifying pinch points before the crowd reaches them, and no trained stewards who actually understand what they are supposed to do.
A steward ratio without a steward briefing is worthless. Your crowd management plan needs to specify how many trained stewards are on site, where they are positioned, what their communication method is, and who makes the call to restrict entry if the site approaches capacity. That person needs to have the authority to actually do it.
Emergency Procedures That Live in a Folder
This is the one that causes the most damage during inspections. Organisers have emergency procedures written down. They have not tested them. The first time the procedures get used is during an actual emergency.
Walk the emergency routes before the event opens. Time the medical response from the furthest point on site to the first aid station. Know how long it takes to clear a specific number of people through your primary exit. If you have a stage, know the exact procedure for stopping a performance and making a public announcement. Everyone in a supervisory role should know this, not just the safety officer.
First aid provision at events needs to be proportionate to your attendance numbers, the nature of the event, and how far you are from the nearest emergency department. A rural outdoor festival with 2,000 attendees and a 45-minute ambulance response time needs significantly more on-site medical resource than an urban corporate event with 300 guests.
Temporary Structures Without Engineering Sign-Off
Stages, platforms, viewing structures, temporary seating, large marquees. All of these require a structural sign-off before use. Not a verbal reassurance from the supplier. A written certificate from a competent person confirming the structure is safe for the load it will carry.
This is the area where organisers take the most risk, often because they trust suppliers without verifying credentials. Get the paperwork. Check the anchor points. Make sure the structure has been inspected on site after installation, not just certified in a warehouse.
Electrical Safety on Site
Outdoor events run on generators and temporary cabling, and both create hazards that do not exist in a permanent building. Cabling across pedestrian areas needs to be routed properly or protected with cable covers. Generators need to be positioned away from public access, with adequate ventilation and no refuelling during operation. All electrical installation should be carried out by a competent person and tested before the public arrives.
Wet weather changes everything. If you are running an outdoor event in Ireland, you are running an outdoor event in wet weather. Your electrical setup needs to account for that from the start, not as a last-minute adjustment.
Fire Safety and Evacuation Routes
Clear evacuation routes are not just for buildings. An outdoor site with a stage at one end and a single exit at the other is an evacuation problem waiting to happen. Map your evacuation routes, make sure they are clear of vehicles and equipment, and test them before the gates open.
Fire extinguisher placement near catering operations, generators, and electrical installations is a basic requirement that repeatedly shows up as a failure in HSA inspections. Not because organisers do not know they need them, but because nobody checked that they were actually in place on the day.
Contractor Coordination and Site Access
Large events involve multiple contractors working on the same site, often across the same period. Catering operators, stage crew, electrical contractors, security. Each has their own working practices and their own hazards. The organiser is responsible for coordinating them.
This means a clear site induction for every contractor, written confirmation that each contractor has their own safety documentation in order, and a system for managing vehicle movement on site when the public is present. Vehicle and pedestrian segregation is a recurring inspection failure. You cannot have forklifts moving equipment through a crowd.
The Noise Obligation
Event organisers regularly underestimate their obligations around noise exposure for workers on site. Staff working in close proximity to a stage or speaker system for extended periods are exposed to significant noise levels. The Control of Noise at Work Regulations apply. Measure the levels, provide hearing protection where required, and limit exposure time where possible. This is not a grey area.
The organisers who survive HSA inspections without enforcement action are not the ones with the most elaborate documentation. They are the ones whose documentation matches what is actually happening on site, whose staff have been briefed, and whose plans have been tested before anyone buys a ticket. Get those three things right, and you are well ahead of the majority.
Plan for what goes wrong, not just for what goes right.
